ROME - The exodus has begun and will be very hard to stop. The doctors go away from Italian hospitals and in large part are not replaced. From 2010 onwards, each year we will be retired on average more than double those who will be hired. Because the number of those entering once again be the same as that of those who must wait out a lot, even until 2028. The warning is that the union Anaa, in a study presented recently, data shows unequivocal: this year 14 thousand doctors could stop working 120 thousand employees of the health service. And from 2011 to 2015 it will be 30 thousand others. In six years more than a third of workforce will disappear. All the while the Faculties of Medicine are baked only 5 thousand specialists annually, of which only 3,500 choose to work in public hospitals. The Ministry has made a gloomy prediction: in 2018 to our health care system lacking 22 thousand white coats.
What's the answer? According to the National Secretary dell'Anaao, Costantino Troise, physicians must take before they enter into the graduate specialization in university departments (5-6 years long): "We must put these gentlemen in the health system here and let him finish the training. In this way the workforce will be strengthened. The University would not jumping for joy, because the trainees are cheap labor force that plays a large volume of performance, but it is
the only way to counter the exodus. And then the faculty must bring more people. "Only one candidate out of 7, now, pass the test to enroll in Medicine.
to cause the exponential increase in retirement are more factors. New rules allow doctors to go to hospital retired with 40 years of contributions even if they have less than 65 years. Once the redemption of years of graduation was very beneficial and many of the contributions reach the maximum at 60. They also state union members who have done the research, Carlo Palermo and Enrico Reginato, security conditions are getting worse. Many decide to stop working, the rest from 2005 onwards, the average age of those retired was 61-62 years. But it was about 2,500 doctors a year, rather than 7 thousand.
Just in 2010 curve pension, based on the year of birth of the doctors and their old age, begins to rise exponentially, most of the doctors on duty are in fact born between 1950 and 1959. "It is clear - suggest Palermo and Queen - a medical condition forced by the current work to do on-call duty and a high amount of overtime, under conditions of high occupational risk, aged 61-62 years to decide to withdraw at retirement" .
Against outputs, there are the economic problems of the Italian health system, with some regions that have blocked the turnover for the repayment plans and other conditions that still do not live prosperous budget. In many face difficulties in changing the organic organization. Tuscany and Emilia, for example, have launched initiatives to increase the responsibility of nurses and those of the 118 hospitals that deal with the so-called white codes, that is less serious, just to let the doctors time to devote to more important cases. An idea opposed by some doctors' orders (Bologna, Milan) with a lot of complaints in the prosecution.
